In their opinion most western governments urge their citizens to accept their contention that the notions of the welfare state are not just obsolete and irrelevant but also hinder progress in a competitive and difficult environment. These concepts are felt to be redundant and inappropriate in an environment where factors of production have to conform to requirements of elasticity, transience and ambiguity. Governments are furthermore subject to pressure from business lobbies to ensure national competitiveness and to align national objectives with those of business. The deliberate imposition of market forces, in the 1980s, on social work practice and the introduction of managerialism, critics argue, was actually little more than an outcome of the compulsion of the government to retreat from social work provisions, couched in extravagantly worded doublespeak, in order to bring about conditions necessary for preventing flight of capital and for attracting MNC investment
Social care includes practically any work that assists individuals in prevailing over difficulties and hindrances in their life, with the exclusion of those that need a comprehensive understanding of the physical and health sciences. Care provision may be necessary in various stages of life, or in response to particular obstacles faced as a result of physical make-up, environment or way of life For statistical purposes, the sector tends to be more precisely defined as social work and includes what might be considered as individual care needs, including some educational and community based healthcare roles. Figures available for 2002, which should be representative even today, reveal that there were 1.2 million social care workers in the UK, constituting practically 5 % of the total workforce. This figure would rise to 1.82 million, if workers like early years and childcare providers, foster carers and education assistants were to be included. Of these workers, approximately 250,000 social workers and occupational staff were based in the NHS. While 80 % of the workers were female, 65 % were employed outside the public sector. 284,000 persons were employed by the social service departments, and 537,500 handling responsibilities at independent sector care homes and care providers, 80% of which were privately run.
