Abstract
The importance of business to the UK's economy is a foregone conclusion. Such is also the case for all economies throughout the European Community, and the globe. With the increased competitive environment, the United Kingdom, as is the case with other nations as well, must increase its utilisation of circumstances designed to attract, and enhance the environment in which business operates. The enhancement of the preceding entails providing conditions that attract businesses to locate, which offer competitive leasing and purchase circumstances as well as the infrastructures that are a requirement in today's technological age. The foregoing attractive features can vary, depending upon the locale, and business types that are being sought. Such can entail proximity to motorways, easy access for locale labour supply, freight receiving and distribution, high speed cable installations, reasonable and competitive rents, airport proximity, adequate utility supplies, and similar factors (Gibson and Lizieri, 1999). In terms of prime office space, the West End of London led Tokyo in cost, based upon euro per meter in 2004, followed by London, Paris, Birmingham (UK), Zurich, Dublin, Geneva, Edinburgh, Manchester, Glasgow, Rome and Athens (Cheshire and Hilber, 2007). The preceding represents a grave concern, as high rental rates represent a problem in the retention, growth, expansion, and attraction of businesses.
Inherent in the preceding, is the environmental impact that businesses, and commercial properties have. The Convention on Biological Diversity (2007) advises All businesses, irrespective size, sector and location, ultimately depend on biodiversity. The importance of the foregoing statement in the context of sustainable development is unmistakable. The UK government defines ‘sustainable development' as development which meets the needs of the present without compromising the ability of future generations to meet their own needs (Sustainable-development.gov.uk, 2007). In understanding the context of the foregoing, the Government of the United Kingdom assists us in focusing on the fact that The increasing stress put on resources and environmental systems (as represented by) water, land and air cannot go on forever (Sustainable-development.gov.uk, 2007). The preceding aids in understanding the function, importance, and contribution of the Convention on Biological Diversity. The utilization of land is a key element in the function of the Convention on Biological Diversity as the conversion of unused land into commercial, and or residential use impacts the overall local, and regional habitat environmental balance.
