Higher skilled jobs are difficult to fulfill in the UK. Immigrant workers do not seem to have enough skilled labor to fulfill these requirements. Aside from this, the high number of unskilled immigrant workers available suppresses wages. This is thought to discourage the unemployed to get back to work.
How Employers Deem the Availability of Immigrant Workers:
Apart from the Government view on how immigrant workers largely benefit the UK labor market and does not rob people of vacancies available to them, it is interesting to look at how employers deem the immigrant worker availability to them. Employers believe that employing overseas workers is beneficial to their company (Card, F302F321).
Employers are pleased to employ overseas employees because it saves them the higher cost of labor at home and also means that they do not have to train anyone. This means that they save money ion more than one way. However, there are two negative points in this consideration. It is thought that training loses its importance in Britain, and with the passage of time, there might be less emphasis on the importance of training. Secondly, when employers encourage overseas employees in large numbers to come to the UK and work, this results in an increasing infrastructure that the taxpayer has to afford. One main consideration in this regard is to invite immigrant workers into particular areas of skill. This is thought to promote wealth per head more than other methods, and is aimed at dealing with population growth, social cohesion as well as congestion (Card, F302F321).
While considering the amounts that taxpayers have to pay for an extended infrastructure that accommodates immigrant workers, it is worth considering seasonal work. It is known that in the UK, there aren't many hands that want to do seasonal work. Most indigenous workers want regular work so that they have a regular income. This has resulted in seasonal work vacancies being unfilled, and has left room for immigrant workers to get a footing in (Winter-Ebmer and Zweimuller, 1999, 328339). Since seasonal work is a part of the economy that needs to be sustained, the government wants employment spots filled up during peak seasons. Immigrant workers are known to be the best solution to unfilled spots. Moreover, employers are keen to hire such workers because they are keen to work for lower pay. These workers do not need to be skilled for most seasonal work, which is why immigrant workers are a perfect solution. The fact that they are also in good number means that seasonal work will not run out of immigrants to hire for seasonal work.
It is known that immigrant workers largely dominate the seasonal work force. In fact, some of these employees work two jobs. Observing such work attitude against indigenous work attitude provides one with a clear understanding of why employers of seasonal workers are keen to hire immigrant workers.
