3.2 Current Energy Efficient Schemes
Government
Warm Front
Warm Front is the Government's chief grant-funded programme for tackling fuel poverty. Initially launched as the Home Energy Efficiency Scheme in June 2000 Warm Front has aided over 140,000 households over the last year. (http://www.defra.gov.uk/ENVIRONMENT/energy/hees/04.htm). Warm Front offers online advice and grants to consumers, promoting a guaranteed reduction in energy bills.
The Warm Front grant of £2,700 or £4,000 provides a package of insulation and heating tailored to each property. These measures include insulation, heating systems, and advice. (‘http://www.defra.gov.uk/ENVIRONMENT/energy/hees/01.htm')
The Decent Homes Standard
Decided in 2000, the Decent Homes Standard is the responsibility of the government to make sure that all social housing meets a good standard by 2010. This 'decent' standard of home has been identified as ‘one which is wind and weather tight, warm and has modern facilities.' (http://www.swea.co.uk). In June 2006 the Thermal Comfort Criteria required efficient heating to be as follows:
Any gas or oil programmable central heating
Electric storage heaters
Warm air systems
Underfloor systems
Programmable LPG/solid fuel central heating
Similarly efficient heating systems which are developed in the future
Loft insulation (higher specification for dwellings heated by electric storage heaters).

The Housing Act 2004: Summary of the Main Provisions
‘The Housing Act 2004 is a key piece of legislation that will protect the most vulnerable in society and help create a fairer and better housing market. It will also strengthen the Government's drive to meet its 2010 decent homes target. Measures relevant to this study include:

Housing Corporation
The Housing Corporation, the national Government agency that financially supports new affordable housing, is set to make the biggest single investment in energy-efficient homes so far in its development plans, which aim to save 40,000 tonnes of CO2 per day and 2.5 million litres of water each day.
