Abstract
Sustainable housing in the United Kingdom represents a segment of the broader governmental mandate on sustainable development that is defined as Development that meets the needs of the present without compromising the ability of future generations to meet their own needs (University of Richmond, 2005). The Brundtland Report was an outgrowth of the World Commission on Environment and Development in 1987, titled Our Common Future and it developed overall principles for sustainable development (Federal Office for Spatial Development, 2007). It, Sustainable Development, represents a global initiative encompassing four general overall policy areas (United Nations, 1987):
Environmental Sustainability,
Economic Sustainability,
Social Sustainability, and
Political Sustainability
The ‘2005 World Summit Outcome' (United Nations General Assembly, 2005) was adopted by the United Nations General Assembly, which stated under item 10 that sustainable development in its economic, social and environmental aspects (represented) a key element of the overreaching framework of United Nations activities. Sustainable development in the European Community is represented by the ‘Renewed EU Sustainable Development Strategy (Council of the European Union, 2006) that built upon the Goteburg Strategy of 2001 (European Commission Sustainable Development, 2001). Via the mandate to both identify as well as to develop actions to enable the EU to pursue courses of action(s) that achieve continuous improvement (in the) quality of life for both current and future generations via the creation of sustainable communities that utilize and manage resources in efficiently as well as accomplish such with the understanding of the ecological and economic impacts, the ‘renewed strategy' set forth and number of objectives and targets that has direct bearing upon the housing industry in the United Kingdom (Europa, 2007). In addition to the foregoing it also has the implications regarding hurdles (barriers) to the achievement of sustainable housing as a result (Europa, 2007).
In recognition of the foregoing, the United Kingdom has set forth priorities for sustainable development that represent (sustainable-development.gov.uk, 2006):
Sustainable Consumption and Production,
Climate Change and Energy,
Natural Resource Protection and Environmental Enhancement, and
Sustainable Communities
These are aspects that are the underpinnings of barriers that the United Kingdom housing industry has to and is overcoming in order to achieve the object of sustainable housing.
