Energy efficiency and Social Housing: an investigation into Government policy and its implementation

Abstract
This dissertation examines the current Government legislation concerning energy efficiency and the use of renewable energy resources in the social housing sector. The local authorities of Croydon, Lambeth, Sutton and Merton are considered as case study examples of the nature of the undergoing work of local authorities.
A review of relevant background literature is carried out to ascertain what has been done over the last two decades concerning energy efficiency, and whether the current situation shows an improvement. Academic reports into conditions of social housing, such as fuel poverty, are reviewed, along with research into the progress and effectiveness of schemes already employed in the areas of Merton, Lambeth, Croydon, and Sutton.Further to this, an assessment is made on the types of renewable energy resources available - such as building materials - and whether they are efficiently employed within industries relating to the construction and management of the social housing sector.
A questionnaire survey is used to establish the attitudes and knowledge of the public in social housing towards energy efficiency in the home. This helps to highlight the areas where government policies, and the actions of the Local Authority, can improve. A second questionnaire is conducted on Registered Social Landlords concerning the properties they rent.
It is concluded that in the four boroughs there is a significant level of public awareness concerning energy efficiency. However, this awareness is set within the context of other social problems such as health and crime, which people prioritise over the environment. Social housing stock is not up to standard and nearly half is not set to meet the Decent Homes Standard by 2010. It is established that a substantial investment of resources is needed if there is going to be any dramatic change over the next ten years.
