The preceding calls for a major overhaul of UK government regulations as well as the reform of the planning system in order to make the objective of sustainable housing a reality as opposed to a cause (World Wildlife Fund, 2003b). It is important to note that the goal of achieving sustainable housing falls within the broader mandate of sustainable development that is coordinated by the United Kingdom's Department of the Environment, Transport and Regions (Sustainable Development, 1998). This department has since been reorganized into the Department for Transport, which handles strictly transport aspects, and the Department for Communities and Local Government, which handles most of the former functions of the Department of the Environment, Transport and Regions (Department of Transport, Local Government, Regions, 2007).
The preceding entails a number of special ministries and agencies with varied powers and responsibilities. The importance of this ‘layering' shall be addressed in the SLEPT analysis as it is a significant aspect in the drive to achieve sustainable housing in the country. The following will examine the preceding components of the SLEPT analysis with respect to the United Kingdom housing industry with a view to uncovering and discussing the barriers that need to and or have been overcome to implementing sustainable housing.
2.1 Social
The social implications of sustainable housing extend to the broader context of the communities they are located in. Sustainable homes help to increase property values through the application of new technologies, materials and building techniques that create added value in terms of livability, property values and pride in one's neighborhood, all important aspects in the creation of a sense of community. Through the meeting of individual needs, sustainable housing provides an uplifting underpinning to local neighborhoods and communities. The foregoing promotes cleaner streets, better lighting, improved infrastructures, services and recreation. These are outgrowths of taxes and pride in home ownership. Some of the facets indicated are linked to the broader mandate of sustainable development in the United Kingdom. In terms of its social focus, sustainable development, it addresses poverty, demographics, education, along with health and human settlements (Sustainable Development, 1998b).
