The nineties saw the beginning of a trend where attention had to be paid to social housing. Work by academics such as Anne Power's Estates on the Edge reveal an insight into the gritty urban realism which was most inner cities' nightmare. This socio-political revolution took place alongside a developing concern about climate change.
In 1991 it was postulated that CO2 was responsible for more than half of global warming, and fossil-fuel burning making nearly three quarters of all CO2 emissions. (Woodliffe 1991: 111).Now the effects of high carbon emissions have been realised the government has produced green policies which have set targets to reduce emissions by 15% and upwards over the next few years. However, these improvements have had to be set within the wider context of other social problems, such as crime and homelessness.
In the last decade it has been recognised that energy conservation at the point of use is the most effective way of reducing the amount of power used, rather than collecting emissions. (Elliott 2003: 80). Today, the consumer is encouraged to play an active role in energy efficiency within the home - such as using energy-saving appliances and light bulbs. The social housing sector has great potential scope for reducing the amount of energy used and the amount of energy conserved. This is because local authorities are responsible for fitting out new and existing homes with energy-efficient central heating systems, insulation, and double glazing. By comparison, the private home owner may not stay in their present home for a sufficient length of time, or not be able to afford to install or replace heating systems. Thus, Local Authorities have a huge part to play - not just in equipping homes with energy efficient means, but also through raising public awareness of how best to use those means, and to encourage the concept of energy saving to be seen as a likeable and popular challenge.
Of the millions of inhabitants of London 0.3 million live in social housing, which is the smallest percentage. However, despite being the smallest percentage, the social sector, with the action of local authorities has the most potential to promote and initiate energy saving housing. Only last autumn the Government published a new White Paper, called ‘Strong and Prosperous Communities,' which aimed to reinforce the power of local authorities. Furthermore, it included a ‘simplification of the performance framework in order to tackle cross cutting issues such as climate change at a local level.' Yet changes in housing tenure have influenced the effects of government policy upon emissions.
