From the above it is clear that the core responsibilities for the CIO (Chief Information Officer) in an organization is to understand the key business drivers as well as the technology as argued by Mark D. Lutchen (2005). This makes it clear that the effective use of the professional services provides the organization with not only the lean management set-up but also the ability to identify suppliers from the market that deliver the desired services cost effectively and efficiently to the agreed services.
From the above it is also evident that the organizational set-up of the overall organization is not only to ensure that the professional services rendered by a third party organization not only provide the effective resource to help perform the core business but also to achieve an integrated approach to the business development. This makes it clear that the quality tools and the knowledge management strategies deployed by the professional services organization can be shared to the client organizations and the policy compliance of the client organization can also be accomplished through the service level agreements (SLA). A detailed overview on the SLA is presented in the later sections of this chapter.
2.3.3: Project Management
Professional Services organizations mainly render services defined for a specific purpose that is generally delivered as a project to the organization as argued by Mark D. Lutchen (2005). This makes it clear that the services delivery in terms of projects provides the organizations the leverage to ensure that the performance of the professional service rendered is measured against each project objectively thus enabling the both the hiring organization and the service provider to evaluate the service quality effectively. Alongside, the increasing popularity of project management standards and the application of specific management methodologies have increased the demand for professional services as a separate entity to the core business process in order to ensure that the costs associated with such specialist service is restricted to the budget of the project under consideration rather than the overall operations budget of the organization.
This is further justifiable from the comments of Mark D. Lutchen (2005) that the increasing use of contract resources for rendering processional services as well as contracting specialist management resource dedicated to a given project will increase the effectiveness of the organizational performance. This also provides a realistic view on the return on investment from a case-by-case basis for each project.
2.4: Professional Services classification
The increasing diversity in the professional services spread in the information services industry has made the classification of the services areas difficult as argued by John Ward and Joe Peppard (2003).
